Steel City Whisker Rescue (SCWR) is a Pittsburgh-based nonprofit dedicated to the rehabilitation and socialization of feral and stray cats. While many traditional shelters focus on already socialized cats, SCWR was created to help the cats that are often considered “unadoptable.”
Our mission is to demonstrate that with time, patience, and structured rehabilitation, many colony and feral cats can learn to trust people and successfully transition into indoor homes. Through individualized care, behavioral evaluation, and gradual socialization, we work to give these overlooked cats a second chance at life beyond the streets.
SCWR’s first major initiative is the Carrick Colony Rehabilitation Pilot Program, a structured effort focused on working with an established colony in the Carrick neighborhood of Pittsburgh.
Rather than simply maintaining outdoor populations through traditional Trap-Neuter-Return (TNR), this program focuses on identifying cats within the colony that have the potential to be rehabilitated and socialized for adoption. Cats will enter a controlled rehabilitation environment where they receive individualized care, behavior assessment, and structured socialization.
The goal of this pilot program is to demonstrate that feral colony cats can successfully transition into adoptable companion animals, reducing long-term outdoor populations while improving outcomes for both the cats and the surrounding community.
If successful, this model will provide a scalable approach to feral cat rehabilitation that can be expanded to assist other colonies throughout Allegheny County.
